Add Toggle Topographical Overlay

Description

With a similar look that the Debug "N" key works there should be a feature like a map overlays able to be applied to the actual ground to help determine gradients and the highest and lowest ground in visual range.

For the game implementation we can chock this up to the future tech glasses that give us our UI.

I think color variation for height differences. And perhaps even text markers like (4500m) on the main increment lines.

We've got these contour modes for some time, though I'm not sure we showed them:

They can be toggled with alt+n (with debug keys enabled)
